Question: Is it permissible for Muslims residing in a non-Islaamic country to form a committee responsible for determining [the sighting of] the crescent of Ramadhan, Shawaal and Dhul Hijjah?
Response: It is permissible for Muslims present in a non-Islaamic country to form a committee comprising of Muslims that will take responsibility for determining [the sighting of] the crescent of Ramadaan, Shawaal and Dhul Hijjah.

السؤال: هل يجوز للمسلمين الذين يقيمون في بلد ليست بإسلامية أن يشكلوا لجنة تقوم بإثبات هلال رمضان وشوال وذي الحجة أم لا؟
الجواب: المسلمون الموجودون في بلد غير إسلامية يجوز لهم أن يشكلوا لجنة من المسلمين تتولى إثبات هلال رمضان وشوال وذي الحجة.
