Question: Sometimes we hear some students of knowledge criticising the scholars, saying that they are silent when certain events, tragedies and catastrophes occur. So what is your comment regarding this O Noble Shaykh?
Response: Sometimes maintaining silence is more appropriate, and sometimes speaking is more appropriate. The scholars pay attention to the attainment of good and the repelling of evil and harm, and they don’t speak except when speech is beneficial. Similarly, they remain silent when silence is more appropriate.
So the true scholars do not remain silent except when silence is appropriate, and they don’t speak [about affairs] except when speech is appropriate.
When such events take place, it is not correct that everyone speaks about them; rather it is the responsibility of the people of knowledge, the people of expertise and those of authority. Just as Allaah the High and Majestic said:
{And when there comes to them information about [public] security or fear, they spread it around. But if they had referred it back to the Messenger or to those of authority among them, then the ones who [can] draw correct conclusions from it would have known about it.} [Soorah an-Nisaa 83]
So the affairs relating to the welfare of the general Muslims and the Ummah, only the people of authority deal with them and also the people of knowledge and foresight, who seek for the correct way to resolve the issue.
As for every individual taking it upon himself to deal with it and to talk about it, then this is what causes harm upon the Muslims; spreading false rumours and fear amongst the Muslims such that the Muslims never attain any solution.
This also could be from the secret affairs that are being dealt with in private and should not be dealt with openly in front of the people, but rather in secret and in the correct manner.
These affairs need reflection and contemplation. It is obligatory for the general people to return to the people of knowledge, foresight and sound opinion in these affairs.
العلماء الكبار لا يتكلمون إلا إذا كان الكلام له مجال

السؤال: نسمع بعض طلبة العلم أحيانا يطعنون في العلماء بحجة أنهم يسكتون عند حصول بعض الحوادث أو عند حلول بعض النوازل !!! فما هو تعليقكم يا فضيلة الشيخ ؟
الجواب: أحيانا يكون السكوت هو المصلحة وأحيانا يكون الكلام هو المصلحة فالعلماء يراعون المصالح ودرء المفاسد ولا يتكلمون إلا حيث يفيد الكلام وينفع ولا يسكتون إلا حيث يكون السكوت أولى.
فالعلماء بالمعنى الصحيح: لا يسكتون إلا إذا كان السكوت له مجال ولا يتكلمون إلا إذا كان الكلام له مجال؛ والأمور إذا حدثت لا يصلح لكل واحد أن يتكلم فيها وإنما توكل لأهل العلم وأهل الرأي وأهل الكلمة، كما قال جل وعلا:
{وَإِذَا جَاءَهُمْ أَمْرٌ مِنَ الْأَمْنِ أَوِ الْخَوْفِ أَذَاعُوا بِهِ وَلَوْ رَدُّوهُ إِلَى الرَّسُولِ وَإِلَى أُولِي الْأَمْرِ مِنْهُمْ لَعَلِمَهُ الَّذِينَ يَسْتَنْبِطُونَهُ مِنْهُمْ}
فالأمور التي تتعلق بمصالح المسلمين وبالأمة هاذي لا يتولاها إلا أهل الحل والعقد أهل العلم والبصيرة الذين يلتمسون لها الحلول الصحيحة؛ وأما أن يتولاها ويتكلم فيها كل من هب ودب فهذا من الضرر على المسلمين ومن الإرجاف والتخويف ولا يصل المسلمون من وراء ذلك إلى نتيجة؛ وهذه أيضا أمور قد تكون أمور سرية تعالج بالسرية ولا تعالج علانية أمام الناس وإنما تعالج مع السرية ومع الطرق الصحيحة؛ الأمور تحتاج إلى روية وإلى تعقل والواجب على العامة أن يرجعوا إلى أهل العلم وأهل الرأي والبصيرة في هذه الأمور.
