Shaykh al-Albaanee (rahima-hullaah) mentions in the footnote:
And we would place a line above the words – intending [by doing so] to draw attention to them, in accordance with the principle of the Muslim authors – just as the author [here] has done.
As for placing a line below these words, then this [act is considered as] imitation of the Europeans.
